When we bought our boat it had been last documented in the late 1970's by the original owner. Fortunately when that owner sold the boat three decades ago, she notified the USCG, which I discovered when I called the documentation center looking for advice.

Because she had notified them, we did not have to try to track down the previous owners. We only had to submit a USCG Bill of Sale signed by the owner we had purchased the boat from, along with a copy of his previous NY registration. We paid a nominal fee, and the boat was documented again with the original number.

I submitted my paperwork in early October. They charged my credit card for the fees a week later but still no docs. This boat only had two previous owners, one being Moorings and the other the original owner. All documents, abstract of title, bill of sale, builders cert. etc. were complete. The web site says they are still working on Septembers filings. the check on paper work website says "no data". I faxed them today to inquire. They never answer the phone and never return calls or emails. I did this in 2010 on a different boat (a foreign flag boat) and it went very smoothly. Maybe Trump can light a fire under them. p
