Used to be.. Obviously they haven't updated their pages recently, typical.

The most accurate information is in Finlex, the current law, but unfortunalely in finish or swedish (which by the way is more accurate what comes to google translations)

What does it mean, "the right to fly the flag"? If you can't fly the flag of Registration, then who protects you and your boat if you not flying the national flag? It kind of seems senseless! Or am is missing something obvious?

You missed the first part of sentence.. Anyways below is (google translate, I didn't check the translation) snip of the Marine law considering the right to register a vessel in Finland..

§ 1 (23.11.2018 / 991)
Nationality of vessel
A vessel is a Finnish yes entitled to use the Finnish flag if a Finnish citizen or a Finnish legal entity owns more than sixty to use the vessel.
