For boats registered in Texas, you can use a TPWD webpage to interrogate the state registration database and view most of the information about a boat or outboard motor.
Using the search requires that you provide your own name and address, and input the boat's registration number (TX 0000 AA) or serial (HIN) number or O/B S/N (I think you can search on owner name too).
I would think that all states would have the same, although this TPWD webpage isn't easy to find.

You can also obtain a vessel's ownership history back 10 years, but that requires a paper form sent in and a fee.

It is handy when you're looking on craiglist or whatever that has pictures showing those numbers and you need additional information (or wish to do some due diligence/verification).

" Boat and outboard motor ownership information is, by law, public information. This information is available online through the Request Ownership Information link on this website. You can search by either a TX number or serial number. This service is available at no cost and you will be required to enter a valid name and address prior to being provided with the information.
You can obtain the make, length, expiration date, and confirmation of title or lien by calling 1-800-262-8755 or (512) 389-4828.
If you need owner or lien holder name and address, and do not have either the TX number or serial number, you can submit: Form PWD 763 media download(PDF 263.5 KB) to Texas Parks & Wildlife Headquarters in Austin, a Texas Parks & Wildlife Law Enforcement field office or a participating County Tax Assessor-Collector office. "

You get a full "Vessel Description", "Owner Information", and "Lienholder Information" .

They also have a look up by Doc number if you have it. I used the look up by name to find out more about a large power yacht whose owner was behaving badly. Turns out the owner lived out of state and had his boat registered in Michigan. Lower fees, lower transfer tax, and no personal property tax. He should learn to keep a lower profile.

Its a new york boat, now in jersey.
Built in ny by Ryan Boat Works, can't find them either, prolly defunct?
A road trip and personal survey may be in order...
