Let's be clear. You never have the "right of way". You are the "Stand-On boat" which does not convey rights, only expected actions. (pet peeve off...) If there is a collision, both captains are responsible. Noone can claim that they had the right of way (though a NUC or CBD has a stronger claim to the other being at fault)

Not all boaters know the rules, which was sorely evident this season with the new COVID boaters fleet.
