You are required to have a copy of the rule book. It's a requirement.

I used to run a dinner cruise boat and we got requests to spread ashes all the time. But we're on Lake Michigan so it's illegal. We didn't mind people doing it as long as we didn't know ahead of time. And a few times when they did tell us, we "forgot" they said anything.
After the owner of the boat died, we spread him too, but it was just family and crew onboard. His widow still runs the company.

Just make sure to dump downwind.

Last week people were talking on this forum about toilets that dropped effluent straight into the sea and the EPA are worried about ashes? Dexter didn't worry about this.
