Ah, no. Read that URL again. Your amateur radio license allows you to use a marine SSB radio on the amateur frequencies only--NOT the marine frequencies. An amateur radio license allows you to use basically anything on the allocated frequencies, if you can force it to radiate on them, and do so in compliance with the rules.
it doesn't allow you to use anything on the marine bands though.

Damnit, right you are... on a page linked from that page I found this under heading Is a license required to operate an MF/HF (SSB) marine radio?:
Note to Hams: While an amateur radio operator (ham) license is required for operation on amateur frequencies (including MF/HF bands), it does not permit transmission on marine frequencies.
