Doubt it’s actually a “boat”.

The Houston ship channel passes through the area, large ships make surfable waves over the shoals along the sides of the channel. If you’ve done something dumb like anchor on the shoals or speed along over the top of the shoals, you’re going to have a bad day when a ship passes.
