Also depends on Port of Entry. Ive had foreign friends on foreign flagged vessels hassled at Ft. Pierce specifically for coming from Cuba. Much bluster by the USA official, but in the end...he cleared them in.

I have also had foreign friends on a Delaware registered vessel clear in at Ft. Myers with no hassle for coming from Cuba (they did get hassled big time, but officials stated Cuba was not the issue...in the end, after hours of hassles, threats, and even insults they cleared them in and let them go...apparently there was no actual issue).

Ive cleared (USA Citizen, USA Documented Vessel) in Key West coming from Havana with, much to my pleasant surprise, no hassle, but this was ages ago.
