USVI State registration

Hi all,
As a non US citizen and a non USVI resident. What are my options for registration in USVI.
I've searched previous threads and do not find info relating to non us citizens in particular.
The boat is currently registered in St. Thomas and will, most likely, stay there. As a non US citizen I cannot get USCG reg. Is there a state type reg in USVI and can I, as a non resident, make use of it?
To foreign flag it, I would have to sail it back to South Africa, import it and have it surveyed by SAMSA, before it can be registered in RSA. Then sail it back to the USVI. What a PITA. Then again, TIA (this is Africa).
Please advise.

On the application for registration form they ask for citizenship for the owner of the boat so they must be used to foreign owners. Or just call them but not today because it is a legal holiday.
