Vessel Rating System

Hey, just a thought, like with UBER, it would be great to “rate” captains (vessels) based on courtesy and following the rules of navigation on a star system, so you would know what you are dealing with before you pass or are overtaken by a vessel! 5 stars - Captain (vessel) “well respected knowledgeable of navigation rules and safety” to 1 Star - Captain (vessel) “weekend warrior, no experience, potential problems, no knowledge of safe boating practices, steer clear, baton down the hatches” the the USCG and Marine Patrols would and all other vessels would know who to wave at and who to steal clear of (if law enforcement, who to watch!). Thoughts?

Folk probably have enough to do and think about like what's for supper rather than the approaching barge. Most of us just hope that it passes us without incident.
