Item # 940342. Ancor's Round 20/8 Signal Cable features black, red, green, blue, brown, orange, purple and yellow marine grade primary conductors (correctly color-coded to ABYC standards) in a white common jacket that is made for easy removal while providing the best abrasion resistance available.

The ABYC requires conductors to be at least 16 AWG, except: 18 AWG conductors may be used, if included with other conductors in a sheath.
Are there other [newer] exceptions, that would permit smaller wires, for instrumentation wiring?

The ABYC is largely run by marine professionals and manufacturers. This is not a dig, this is where those with the experience come from.
But in an ironic twist, much marine gear is not built to ABYC standards. I am pretty sure that the Garmin 545 on my last boat had signal wires significantly smaller than #18. And good luck finding any bilge pump that can be installed with the included wires without exceeding the maximum allowed voltage drop.
It would definitely be nice if all wires on a boat were tinned, #18 minimum, sufficiently long, and sized for appropriate voltage drop.
