Can a US citizen find a job fairly easy, between cruises --- waiting tables , hotel desk, working in the tourist business ?

Yes, but most employers would want a more constant employee. In St Thomas a bad work reputation can make the rounds quickly and a job can become more difficult to find. During busy season there seems to always be a shortage of help. I would also venture to say that many places could care less of ones citizenship.
