Selling a sailboat In the DR

Hey guys,
I think maybe to sell my boat in Dominican Republic.
I don't know what are the rules here and I cannot find anyone say anything about it.

I saw the sales tax is maybe 18% but it's only if it's flagged in DR.

My boat is registered in FL, no Coast guard reg, and I'm Israeli citizen...

Am I avoiding this tax thingy?
