I think during the lockdown, they had no idea how many foreign boats were in country and now they want to know.
I’m surprised they don’t let you just call in though and report departure

In may we did report, or at least tried to, our departure. We had to file a detailed float plan and get permission. But when we departed we notified the local marina to turn in our cruising permit, and they didn't really know what to do with it.
Then again the whole world is pretty confused with all the new rules and ever changing info.
