The original buyer does pay VAT on the new boat, like everywhere in the EU. But up here that's considered quite enough and you don't pay tax on subsequent purchase-sale transactions, not do you pay any ad valorem tax.
Danish nationals has to pay annually 1% "wealth" tax on the insured value of the boat. And 25% VAT upfront, upon new boat purchase.

Finland is number 1 on the list, perhaps due to the lack of "wealth" tax on boats?

All my Danish sailor friends avoid the insurance tax by using a non-Danish insuror.

You'd be the second happiest nation inthe world too if you were looking at this as you eat your breakfast:

You don't need to call every county; there are tables out there (as in recent post) that give you property tax rates for every country in a given state.
Not sure where you got your information .. im assuming property tax on houses. The boat isnt a house. It will be taxed as a vehicle. I have a plane i keep in my driveway i was planning to get a license for before i got hurt. They just taxed me at above the highest value ive ever seen on a similar plane in immaculate condition. And it definitely wasnt at .5%
