Minimum Qualifications needed for Med

Does anyone know of the minimum qualifications needed to own and live aboad a yacht in the med?
its a dream I have....but I want the dream to live.

Ask country specific. Many places do not require any qualifications from people living on their boats. Many marinas are full of them.
