I reckon the best deals to be had in Vancouver / lower mainland will be on the fraser river. You can easily find under $10/ft - i have a spot for $7.50/ft. in Ladner with water,power (extra) at the dock (rivers reach marina). There is a little marina just up the road advertising 5.50/ft - marina is for sale, that likely has something to do with the low price.
There are also float home owners who rent their dock space quite cheap from time to time.
There are lots of other places on the river around delta, richmond and new west.
Of course, if you are on the river it can be a ways to open water.

Best deal I found on the strait of georgia is in powell river - $4/ft at westview marina. but that is 2 ferries from the city.

You can anchor free in false creek 2 out of every 4 weeks during summer.

Point Roberts Marina WA is a great location, great facility, great people to deal with, prices are fair, quiet, excellent security & little or no crime. Immediate access to the open straits when clear of the marina, close to the San Juans & Gulf Islands. Google their website for more.
Downside is need to cross the border but, if you have a NEXUS pass, no problem.
