I may be getting off topic, but from your questions it seem you have little knowledge about a vessels operation. Perhaps you should start off by chartering and see how that goes.

Texas is actually one of the easiest States in which to HS. Not only are the "requirements' very easy and loose at best, there are several organizations such as http://www.thsc.org/ to help you should you have any difficulties. Most of the people I know here HS and I think there were only one or two instances where a School District tried to step over the line but they were very quickly and succinctly corrected. If you have not registered your children with a school district, the chances of you having any problems are less likely than a whale taking out your boat.
