We are the 3rd largest of concentration of boats in the US. Right in the middle of where you are looking-Houston/Galveston bay area. There is no boat yard I know of in Freeport or Port Arthur. Not one that does pleasure boats.

There are 3-4 local boatyards here on Galveston Bay and only one do it yourself boat yard at Clear Lake Marine Center (google it). To my knowledge, None will let you live aboard while you are doing work. And quite honestly you wouldn't want to as 10 months a year you'd need air conditioning just to make it possible and you'd never be able to get a dog of any significant size up and down a ladder which would be required on a boat out of the water.

Ideally you only need a boat out of the water for maybe 1-2 weeks to get done whatever needs to be done (bottom job, blister repair, cutlass bear, prop/shaft replacement, etc). Stay at an extended stay motel. Then you can complete whatever repairs and upgrades in the water at a slip.

doesn't mean you should, for more than a little while

Pier 77 on Galveston also permits DIY work, but I presume will not allow staying aboard while in the yard.
