Marina di Ragusa in Sicily has big community of boats, some amenities and inexpensive. Airport at Catania 2 hours by bus.

Another vote for Marina de Lagos, in the Algarve, southern Portugal.

Lagos is windy, but the prevailing wind is NW-NNW, from land - great for sailing. The marina is completely protected, safe and people are friendly. Very cosmopolitan. Nightlife activity is moderate. Lots of restaurants and bars within walking distance. Food is cheap. There is an excellent boatyard and chandlery next door and a supermarket across the street from the marina. The marina is well managed, for the benefit of boaters, rather than managed as a tourist attraction. Lagos is charming and the surrounding area beautiful. Great beaches near the marina. About 1h from Faro airport.

If you fancy much more nightlife activity, Marina de Vilamoura, further to the east in the Algarve will fit the bill. https://www.marinadevilamoura.com/en/ Slip prices similar to Marina de Lagos, food and other living expenses perhaps slightly higher, as Vilamoura is more touristy. The town and the marina are very lively (many will say that the marina is too lively) for 8 months of the year, and very quiet around the winter (lots of yachts practicing for regattas, though). Long beaches right next to the marina, on both sides. About 35 minutes to Faro airport.

Try to get to know both before committing, both are good, but they have very different "vibes".

Menorca has four well-repaired ports for winter, Mahón is the second largest natural port on the planet. The airport is ten minutes from downtown, it has 4 stations and very clean, orderly and legal people. It is 30 minutes from Barcelona and 20 from Palma de Mallorca. It has an exaggerated ecological treatment with the sea, which places it in a place chosen by UNESCO as suitable for life. There are multiple boat repair and maintenance agencies and two renowned maritime clubs.
