Anchor protocol

So... In the Caribbean.. leave my sail boat on a mooring ball in Admiralty Bay... Tour the island of Bequia by taxi for the day... Return to my boat to find another sailing vessel anchored snug up next to me.. like uncomfortably close. In a bay that is large enough to accommodate Blackbeard's fleet of ships.. so, if you have spent any time sailing the Caribbean, then you probably know which nations flag that this vessel was flying.. My question is, without naming names, why do they do this??!? Why???
