I'd say this is a private ferry from Japan to Russia Far East (Vladivostok);
10,000s of people there make money importing used RHD cars to Russia.

Getting it in a slip might be somewhat problematic...

But if you're running along and need to stop suddenly, you just open it up and I bet you rather quickly loose forward momentum.
