Oil/Fuel Spill

Not sure if this is the right forum for this. I haven't been on for awhile. If not, let me know.

A derelict boat near us (Upper Magothy River, Chesapeake Bay) has sunk and is leaking oil/fuel and has created a huge sheen on the water. There's a strong fuel smell in the area and our eyes water when we go outside.

So, have you reported it to the coast guard? I'm not sure what the point of your post was. Do you have a question someone might be able to help with?

Oops! Sorry, I must have deleted my question when I was editing my post.

Q: Does anyone know what, if anything, the State of Maryland can do to 'force' the owner of this boat to remove it or clean the surrounding area?

The short answer is nothing. Maryland law mirrors Federal law regarding liability. The owner is liable for the cost of cleanup, however, neither the state or Federal government can compel the responsible party to clean up the spill. What typically convinces a resp party is that he/she will bear the government's cost and we all know that's usually not the way to get something done cost-effectively.
