The tyres as footings idea is not new. Earthships have been utilising this form of 'recycling' for 40 years or more. Quite a few built around Taos, NM, in the Seventies.
Not sure about this application - looks a bit rickety - but in Earthship walls the tyres are filled with earth from the site excavation which is then pounded with sledge hammers into the tread part (essentially compacting the fill) and then either straw-reinforced mud/cob fills and covers the exterior, or cement-based rendering is used to cover the tyres and eventually form the inside skin of the tyre wall.

The outside is formed of banked earth, with French drains at the bottom, and the roof is often heavily reinforced and earth covered as well.
Hence the term, Earthship.
Sadly, not a methodology that would work for an actual ship....but just the same...
When this is done properly (and the techniques and methodologies are by now well tested) the resulting home is beautifully neutral in temperature, requiring little to no heating or cooling year round.
There was one covered by Kevin McCloud in an early episode of Grand Designs, in which an English couple built one in France. Later, a Grand Designs New Zealand episode followed a similar build on the South Island.
Google search might find them on YT these days, but very interesting to watch.
Backbreaking labour to build, but virtually free materials as the tyres are always free (apart from haulage) and the earth to fill them comes from the house site.
Not a choice for everyone, but definitely a viable building construction method.
The one in the picture....not so sure....
