Oh man! Around Norfolk, there must be a bazillion public, Fed, State and private launch sites. A ds17 could probably be launched anyplace where you could get a trailer near water mebbe Google public boat ramps? Be prepared for multiple pages.
Hope you find someplace close and easy.....BTW...welcome aboard
