Cat Man Do is correct, its for shutting down a sprinkler head that has activated. Ive used this many times and its a great way to get soaked.

As a Firefighter myself, I find it easier to shut off the sprinkler system rather than going after a single head. The occupants will have to stand fire watch anyway with it partially disabled... My gear stays dry and I get back to the station faster.
