I think it was a reasonable thing to do. He was able to test his boat under all conditions, and only had to go a mile or so from his berth.

And what makes you think it's less expensive? Cost of medical treatment if they live through it, recovering the bodies and the wreckage if they don't.... all that stuff has got to add up.
