So the water pump PULLS water from the block and sends it out if that top hose, correct?

Hello. Thanks for your help.

In the pic, the hose with 2 hose clamps comes from the top of the water pump. A bit hard to see, as it has a sharp bend, but that is it. So the water pump PULLS water from the block and sends it out if that top hose, correct?
